The sun is rising on a new era for renewable energy in Gainesville, Fla.
Starting this month, residents and business owners with solar panels connected to the power grid will get a monthly check from their city-owned electric utility, the result of a first-in-the-nation policy called a feed-in tariff.
The new policy essentially turns privately owned rooftop solar panels into micro power generators for the utility. The city will pay up to 32 cents per kilowatt-hour for power they generate over the next 20 years, delivering their owners about a 5 percent profit over the equipment's lifespan.
Feed-in tariffs like this have long been the primary tool for financing renewable energy projects in Europe, and they are a reason Spain and Germany have become world leaders in wind and solar. Advocates say the system is simpler, more effective and less expensive than traditional U.S. incentives for renewable energy, which are an often byzantine mix of tax incentives, rebates, state mandates and utility programs.
So what's standing in the way of wider adoption in the United States?
It's politics, explained Adam Umanoff, a renewable energy attorney with Chadbourne & Parke in Los Angeles:
"We have never embraced mandated prices as a means of incentivizing renewables in the United States."
Some people will argue that mandatory prices go against our economic culture, he said, but much of the opposition is generated by investor-owned utilities.
The model being used in Gainesville simplifies everything into two short contracts, one for connecting to the grid and the other an energy purchase agreement. The utility buys 100 percent of the power produced at a premium and finances the program through a monthly fee spread among all ratepayers that comes out to about 74 cents per month.
That monthly rate increase would be less than a cup of coffee, yet utilities have been able to use the threat of soaring electricity bills to scare customers in the political process, said John Farrell, author of a recent report on feed-in tariffs for the Institute for Local Self-Reliance. "They will say this is going to be very expensive. They'll say you're going to pay 10 times more for electricity. They'll throw out a number that sounds like a lot," Farrell said.
Since the payments are covered by ratepayers, they don’t hurt the utilities’ balance sheets. But the feed-in tariff does make it easier for anyone to make a profit generating renewable electricity. So, in essence, it's asking utilities to help in the undoing of their monopolies.
Most utilities are set up to make money by building power plants and selling the electricity to customers. Betsy Engelking, a resource planning and bidding manager for Xcel Energy, shared a candid explanation in January at a renewable energy conference organized by the Institute for Local Self-Reliance in Minneapolis.
"The honest truth is we earn our returns by building plants and putting them into rate base and making profits on them," Engelking told the audience.
A feed-in tariff "does take away that opportunity of utilities to earn on their investments. ... If you really, really want us to love this stuff, figure out a way we can make some money on it."
Xcel Energy, in a statement last week, said it was concerned that feed-in tariffs could expose customers to "the very real risk of paying well above the competitive prices that we have received through formal solicitations."
Instead, investor-owned utilities have been more supportive of renewable portfolio standards, which require them to supply a certain percentage of their electricity from renewables but don't dictate prices.

Thank you for the great article; especially the quotation from one of the major utility project managers. I too was there, and it is accurate.
We all know that the public wants renewable energy. The double irony is that the utilities are in favor of cleaner renewable energy, and tout their efforts; however, they are the first in line to poo-poo any efforts in which they do not sole ownership and control.
I believe this will change with the new federal funding of the SmartGrid, ONLY if we bring these particulars to the attention of the federal agencies and the White House. I suggest all interested make use of the site recovery.gov to voice your concerns.

5 hours a day sunlight....
I want to know where you live that only recieves 5 hours a day of sunlight......You do not want to put PV panels in Seattle....You put them in Florida, Arizona, etc...In Florida we get close to 10 hours of Powerful rays in the summer....

Hey, Seattle gets more annual solar radiation than 80% of Germany. Solar works well in Germany...ergo SEATTLE! There are in fact thousands and thousands of solar modules cranking out power on rooftops in Western Washington. And via your local utility the state pays up to 54¢ per kwh per year and will do so thru 2020!! if you put your solar panels on a school and give them the electricity the state will pay you $1.08 .....hmmmm sweet?? (oh yeah you need to use product made in WA not China, Japan, or Mexico to the the big payout, with Chinese stuff the state only pays 15¢ for the next 11 years)
California Feed-In

Although this has been in effect, the utilities have submitted the compensation rates for the electricity, and the market is somewhat aware, actual installations using the feed-in-tariff have been minimal -- I'm not aware of any.
Important points about feed-in-tariffs: 1) if they don't include a large enough incentive, they too don't work, 2) they provide no explicit protection against rising electricity rates like net energy metering often provides, 3) net energy metering is not sustainable and can only be used by a limited number of utility customers -- therefore a feed-in-tariff can be a much better long term solution, 4) feed-in-tariffs provide an income stream which makes these projects more attractive to financing entities (net metering is a reduction in expenses which is often not as highly valued during the loan approval process), 5) as they are in income stream, that income stream could potentially move with the home/business owner if they move or it can be sold for an easily established amount.
profit estimate?
I'm curious how you get your estimate of 5% profit?
When i do the math...32c/kwh and 4hrs/day average of sunlight, each watt of solar capacity generates 46-47 cents/year.
If it costs $10/watt to install (you get a 30% federal tax credit) the net cost to the homeowner is $7/watt.
46c/$7 = 6.6% annual yield
Solar panel prices are falling rapidly and in California homeowners/small businesses get systems installed for $8/watt. After 30% tax credit that is $5.6/watt.
46c/$5.6 = 8.3% annual yield.
Over the twenty years that adds up to 30-60% profit, assuming a hurricane/rising sea levels don't wipe your house out before 2029.
re: profit estimate?
disdaniel: One point I failed to make clear in my article: the rate per kilowatt, in Gainesville and with most feed-in tariffs, declines over time. In Germany, the rate for solar declines by about 5 percent per year. The idea is that the technology becomes less expensive and more efficient over time, and therefor will need less subsidy in a decade than it does now. Maybe that's the missing variable in your calculations? My 5 percent figure was a rough, low-end number I read somewhere -- I'll have to dig through my notes to get you a precise source.

I don't think that is it...the whole point to a feed-in-tariff is that it offers a stable payout for the period of time offered (20 yrs per your article). Now If you wait until next year to install your system, the payout (starting next year) may be less, say 30c instead of 32c, but then that rate will be sustained for the next 20 years.
Washington state feed-in tariff
Excellent post. My Pacific Northwest pride forces me to point out though that Washington state implemented a statewide production-based incentive for solar power that is very much like a feed-in tariff (it really is a feed-in tariff, except the incentive is capped at $2,000 per year, limiting it's impact to residential systems) way back in 2005. Not sure why you wouldn't call it the first-in-the-nation feed-in tariff, but nomenclature aside, it exists and is paying an incentive of up to 54 cents/kWh to owners of solar arrays in the state.
