Solution:
- Make emissions targets clear and enforceable with rigorous monitoring, reporting, transparency and oversight
- Set a long-term target of emissions falling 80 percent below 1990 levels by 2050
- Set interim emissions targets that tighten each year; freezing emissions levels in 2010, then reduce them 2 percent per year through 2020 and 5 percent per year afterward
- Limit offsets and ensure those allowed are permanent and verifiable
- Create a mechanism for periodic scientific review
