Waxman on Sign a Global Treaty
Solution:
- Vows to have climate legislation out of committee by Memorial Day, which would put the U.S. in position to have laws in place by the Copenhagen summit
- Recognizes a U.S. obligation to help keep global temperatures from rising more than 2 degrees Celsius above pre-industrial levels
- Before Kyoto in 1997, Waxman encouraged the U.S. to set fair, enforceable, and legally binding targets for reducing greenhouse gas emissions substantially below 1990 levels.
