South Baltimore Communities Press City, State Regulators for Stricter Pollution Controls on Coal Export Operations

Advocates and residents say the forthcoming state permit for coal giant CSX will serve as a proof of whether Gov. Wes Moore is serious about addressing environmental injustices.
